Working Visit of the Permanent Secretary to the Congolese Authorities

Professor Mayatta Ndiaye MBAYE, Permanent Secretary of OHADA, undertook a working visit to Brazzaville, Republic of Congo, from 30 July to 2 August 2025.

During his stay, the Permanent Secretary was first received on 31 July 2025 by Mr. Ange Aimé BENINGA, Minister of Justice, Human Rights and the Promotion of Indigenous Peoples of the Republic of Congo. The two dignitaries held in-depth discussions on the functioning of OHADA institutions, the Organization's strategic orientations, the business climate in the Republic of Congo, and the upcoming institutional events scheduled to take place in N'Djamena (Chad). The Minister of Justice welcomed and commended the new strategy implemented by the Organization to foster continuous improvement of the business environment in Africa and reaffirmed his country's steadfast commitment to OHADA.

Furthermore, on 1 August 2025, the Permanent Secretary held a working session with a delegation of senior officials from the Ministry of Finance and Budget, led by Mr. Paul MALIE, Chief of Staff to the Minister, Mr. Christian YOKA. Both delegations reiterated their commitment to pursuing all actions aimed at consolidating achievements and addressing emerging challenges facing African economies, in particular the International Congress on the Business Climate in Africa (CICAAf), the OHADA-Private Sector Meetings (ROSEP), and the Symposiums on State-Owned Enterprise Governance (SYMGEP). On behalf of the Minister, the Ministry's delegation renewed its confidence in the Organization and informed the Permanent Secretary of the effective reactivation, as from July 2025, of the autonomous financing mechanism to enable the Republic of Congo to meet its financial obligations towards OHADA institutions.

The Permanent Secretary also paid a courtesy visit to Mr. Henri BOUKA, Chief Justice of the Supreme Court of the Republic of Congo and member of the Board of Directors of ERSUMA. On this occasion, the two officials primarily discussed the organization of the inaugural edition of the African Week of Arbitration, Justice and Commercial Information (SAAJIC), to be held in Cotonou (Benin) from 29 September to 3 October 2025. One of the key highlights of this event will be a consultative meeting between the CCJA and the national courts of cassation of OHADA Member States.

On the sidelines of his meetings with Congolese authorities, the Permanent Secretary visited the premises of the local RCCM registry in Brazzaville and the national RCCM registry of the Republic of Congo. During these visits, he held discussions with the Head of the National Registry and his team regarding the functioning of the integrated software solution for RCCM data management in the country and the challenges related to the coordinated governance of the RCCM system. These issues will be further examined during a dedicated workshop to be held as part of the inaugural edition of SAAJIC.
