Launch of the second phase's activities of the Investment Climate Improvement Project in OHADA Member States (PACI 2)

On November 19th and 20th 2018, the launching Workshop of the second phase's activities of the Investment Climate Improvement Project in the OHADA space (PACI 2) was held at the Novotel Hotel in Abidjan (Republic of Ivory Coast). Chaired by Professor Dorothé Cossi SOSSA, Permanent Secretary of OHADA, in the presence of the representative of the Director of Operations of the World Bank in the Ivory Coast Republic, the President of the Common Court of Justice and Arbitration and the Director General of ERSUMA, this Workshop was also honored by the attendance of the PACI Project Managers, close collaborators of the Heads of OHADA Institutions and the Technical Expert in charge of the component 3 of the PACI.
The Workshop aimed at ensuring ownership of the different components of the PACI 2 by all stakeholders and the subsequent development of a roadmap for the successful implementation of the Project.
After a presentation of the achievements of the initial project, its results and lessons learned, PACI 2 was reviewed in its various components, namely:
- (i) support for normative activities, financial sustainability, capacity building of the Permanent Secretariat and project implementation;
- (ii) strengthening of the operational capacities of the CCJA and ERSUMA;
- (iii) improvement of the entities' financial reporting. The institutional arrangements, the fundamentals of the project's financial management, the results framework and the monitoring and assessment procedures were also discussed in plenary.
Work has been continued in Groups on the detailed review of the pre-identified actions as the updating of the action plan and the validation of priority actions. The conclusions of the working groups were then discussed in plenary before the adoption of the conclusions and the report of the Workshop.
It should be recalled that this new phase of the Investment Climate Improvement Project in OHADA Member States (PACI 2) is a next step of the first phase of which its satisfactory implementation has brought the World Bank Group to renew a grant of USD 15 million for OHADA. The Permanent Secretary welcomes the renewed confidence of the World Bank Group and OHADA's various technical and financial partners.
