Launching of the African Journal of Bailiffs

couvertureBailiffs recently launched a new journal of law and professional practice. The African Journal of Bailiffs, which has just released its first issue, is a biannual publication with the African scope. It is expected to strengthen the needed cooperation among African Bailiffs whose destiny is inextricably linked.

Indeed, African Bailiffs deal on daily basis with the same community laws, including OHADA Uniform Acts. In addition, the phenomenon of globalization, coupled with the consequential requirements to harmonize legal professions call for a reflection on a single status in respect of which significant works are ongoing. In this context, the African Journal of Bailiffs is called upon to reflect the dynamism of a profession, the actors of which have understood the role they should play in the development of law. It offers Bailiffs of the continent and beyond, but also the university community or other legal professionals, a medium of expression and discussion on various areas of law that may be more or less related to their profession, with focus on Comparative Law.

For the moment, the journal covers the three following areas: legislation, legal doctrine and case law. The first issue, with 104 pages, covers topics as diverse as the status of Bailiffs, right to execution, service of documents, execution of court decisions, injunction to pay, etc. This first issue will be officially presented at the 4th Africa - Europe Meeting of Bailiffs in Dakar, from 27 to 29 April 2016, dedicated to discussions among professionals on the prospects of harmonizing civil procedures on execution at the global level. On this occasion, the 20th anniversary of the Dakar Appeal, launched following the first meeting of execution professionals in the African Continent, will be celebrated.

    Toutes nos félicitations pour l'initiative. Nous sommes convaincus que cette nouvelle revue permettra nulle doute de faire avancer non seulement la science mais aussi une meilleure pratique de la profession. Les chercheurs comme nous autres auront un outil pas seulement de plus mais spécifique pour la publication des fruits de la recherche notamment dans le domaine de l'exécution...

    Nous sommes ravis d'entendre cette nouvelle mais nous sommes plus préoccupé par la méthode d'accès à ce corps de métier.

    Il est d'une nécessité absolue aujourd'hui d'organiser des concours et d'arrêter les systèmes archaïques d'accès à ce métier.

    Il n'y a que nous en RD CONGO qui trainons le pas pour que nos huissiers et greffiers ses réunissent en une corporation pour l'avancement de ce Droit communautaire.
